In order to meet the requirements of the 2002 Trade Act all trucks crossing into the US will need to submit Advance Manifest Information through the US Customs and Border Protection (CBP) Truck e-manifest (AMS) service. Testing of CBP's ACE portal and third party manifest submission software has already begun and a full roll-out of the system is expected in the coming months.

Although CBP offers truck manifest submission through an interface on their own website, no integration options are available and all shipment information must be manually re-entered. Oceanwide representatives witnessed a demonstration in Blaine, Washington where the data entry for a problem free shipment with eight consignees took 90 minutes to complete.

 

Both customs brokers and truck carriers may file manifest information with CBP.

The trucker will be responsible for the accurate transmission of the manifest, not the customs broker, the exporter or the importer so it is very important for the trucker to have a timely and reliable solution for electronic manifest submission.
